Position Summary
The Divisional Engineer is responsible for Engineering Design, Planning and Support.
- Organize and direct the development, maintenance and implementation of engineering and safety standards for each Railroad.
- Organize and direct the design of plans and specifications needed for the construction, maintenance, and repair of railroad facilities consistent with established standards, operating conditions and regulatory requirements to maintain safe operating conditions and to maximize economic service life.
- Coordinate planning activities with the railroads strategic planning, budget and finance functions to ensure that engineering resources are applied to the activities that best support the railroads long term goals and capital constraints.
- Organize and maintain records of the physical layout and condition of the railroad asset consistent with established standards and regulatory requirements.
- Organize and direct the coordination and planning, design construction, inspection, testing and maintenance, replacement and repair activities with appropriate Federal, State and local agencies, contractors, customers, and other private parties.
- Document control review contracts, lease agreements, bridge inspections, Geometry and Rail testing results and regulatory changes directly related to track and engineering.
- Works on complex issues where analysis requires advanced analytical thought and judgment. Develops functional plans, including business, operational, and financial priorities that contribute to business unit strategy. Establishes and assures adherence to budgets, schedules, work plans and performance requirements. Translates company and business unit objectives into functional plans and guides execution. Directs the design of work for a functional area across the enterprise. Directs the progress toward stated goals for manager teams and business professionals, with responsibility for multiple departments or business disciplines. Participates in the interview and selection process, provides training and mentorship, offers career development guidance, and is engaged in performance management. Provides timely and constructive coaching and feedback; develops staff and provides challenging opportunities. Reports directly to Senior Vice President of Engineering.
Essential Duties and Responsibilities:
- Plans and implements proper job procedures to promote safe work practices.
- Ensures full compliance of safety rules, good housekeeping, and safe working conditions for all Maintenance of Way personnel.
- Conducts safety meetings with and audits Maintenance of Way personnel to identify safety concerns and ensure safe work practices and rule compliance.
- Provides safe and reliable tools and equipment to Maintenance of Way personnel.
- Works with Commercial to develop contracts for Track repair or renewal.
- Responsible for administration of the safety action plan for mow/engineering department.
- Stays within budgets.
- Solicits quotes from equipment and material suppliers and accounting to ensure the best price and availability.
- Demonstrates operational excellence by knowing and applying the business requirements. Demonstrates customer focus and contingency planning to ensure stakeholder expectations are met.
- Understands the relevant business metrics and applies effective tactics to sustain a culture of operational effectiveness that produces teams of high performing, engaged and empowered operational leaders.
- Identifies when a rule/regulation/policy has been violated and has one-on-one accountability conversations with an individual who has not met expectations, using Jaguar trainings, and have the individual produce better results.

Requirements and Experience:
- Bachelor’s degree from an accredited university or college, preferably in a job-related major field of study
- Minimum ten (10) years of relevant professional experience, including leading and managing complex projects or programs with outcome-focused deliverables, or equivalent combination of education and experience
- Minimum three (3) years of managerial experience

Work Environment:
- This position is required to stand, walk, and reach with hands and arms constantly. The position must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.
- Must be flexible to working hours that include days, nights, weekends, and holidays if needed.
